MT 416 is a critical alert: the collecting bank telling the remitting bank that the drawee has refused to either pay or accept a draft presented under a collection. Because a collection carries no bank guarantee of payment (unlike a Letter of Credit), this message is often the first sign of a real problem — a dispute over the goods, a cash-flow issue on the buyer's side, or simple non-cooperation.
