Not every small business is required to register for GST — those below the GST turnover threshold, or dealing only in exempt goods/services, legitimately operate without a GSTIN. The Pradhan Mantri Mudra Yojana (PMMY) was specifically designed with this reality in mind, covering micro and small enterprises up to ₹10 lakh in loan value without requiring GST registration as a precondition.

The three Mudra categories

  • Shishu: loans up to ₹50,000 — aimed at very early-stage or micro businesses just starting out.
  • Kishor: loans from ₹50,000 up to ₹5 lakh — for businesses with some existing operating history looking to expand.
  • Tarun: loans from ₹5 lakh up to ₹10 lakh — for more established small businesses with a clearer growth trajectory.

Which category you fall into depends on your business's stage and funding need, not a fixed rule — the lender assesses this alongside your application.

What substitutes for GST documentation

  • Udyam Registration (the government's MSME registration, which is separate from and doesn't require GST registration)
  • Business continuity proof — utility bills, rent agreement, trade licence, or shop establishment certificate
  • Bank statements showing business transaction activity
  • A simple business plan or projected cash flow, especially for Shishu-category first-time borrowers with limited operating history

Why this category of loan exists

Mudra loans are a priority-sector lending initiative aimed at formalising and supporting India's vast informal micro-enterprise sector — street vendors, small manufacturers, service providers — many of whom would otherwise have no access to formal credit at all. Because they're collateral-free up to the Mudra limits, the lending decision rests heavily on the business's cash-flow story and the borrower's basic KYC and business-continuity proof, rather than balance-sheet financials a larger business would be expected to produce.
